NYSILC Recruiting New Council Members

The New York State Independent Living Council (NYSILC) is a state council that has the responsibility to jointly develop the Federal 3-year Statewide Plan for Independent Living (SPIL). The council works on public policy, public awareness, technical assistance and training issues that impact Independent Living services and people with disabilities in New York State.

NYSILC is seeking up to three interested candidates to serve as potential volunteer appointments to the council. One of the openings will occur in the area of parent/guardian. At this time, NYSILC is at its capacity for CIL representatives to the council. The council can benefit from individuals from other disability networks such as mental health and veterans with disabilities. The council looks to maintain a diverse geographic, cultural/ethnic, cross-disability, age and gender representation. NYSILC must also comply with a Federal mandate and ensure that a majority of its members are people with disabilities. Individuals from Central New York, Long Island, the North Country, and the Lower Hudson Valley are encouraged to apply.

Interested candidates should send a brief statement of interest and resume to NYSILC at bradw@nysilc.org by July 17, 2009. It is preferred that materials be sent electronically because they are in an accessible format and can be shared during the review process. NYSILC will review the resumes. If necessary, the NYSILC Recruitment Subcommittee will schedule telephone interviews to help the decision making process. Interviews are structured to identify what each individual has to offer the council. NYSILC reviews the final recommendations with VESID by September 2009. The NYS Regents make the formal appointments in the fall, which become effective January 2010.

Appointments are for three years with the expectations that all members attend four regularly scheduled meetings each year and participate on at least one committee of their choice. The Campaign for Disability Employment, a newly-formed collaborative of leading disability organizations funded by the Office of Disability Employment Policy of the U.S. Department of Labor, has announced an online video contest to promote the talent and skills that people with disabilities bring to America's workforce and economy. Videos received by July 15, 2009 will be judged by a panel of representatives from member organizations of the Campaign for Disability Employment.

Social Security Expands Fast-Track Disability Processes

More than 100,000 Disabled Applicants Get Quick Decisions

Michael J. Astrue, Commissioner of Social Security, announced today that improvements to the agency’s computer modeling system have increased the number of claimants receiving expedited approvals for disability benefits. Social Security’s two-track system -- the Quick Disability Determination (QDD) process and Compassionate Allowances -- is now fast-tracking about 4 percent of all disability cases, a sharp increase from the 2.7 percent of cases fast-tracked last year.

"In practical terms, this means that this year 100,000 to 125,000 disabled Americans -- those with the most severe disabilities -- will be approved for benefits in about 10 days instead of waiting the three to four months it typically takes for an initial decision," Commissioner Astrue said. "These initiatives are truly a lifeline for those who need it most."

Under QDD, a predictive computer model analyzes specific data within the electronic file to identify cases where there is a high potential that the claimant is disabled and where Social Security can quickly obtain evidence of the person’s allegations. Through Compassionate Allowances, Social Security expedites the processing of disability claims for applicants with medical conditions so severe that their conditions by definition meet Social Security’s standards. These fast-track systems increase the efficiency of the disability process and also help free up resources so the agency can better cope with an increase of about 250,000 cases resulting from the current economic downturn.

"During these tough economic times, getting Social Security and Supplemental Security Income disability benefits quickly to Americans who are unable to work helps them and strengthens our economy. For SSI recipients, expedited approvals also ensure they immediately get the vital medical coverage they need," Commissioner Astrue said. "It is critical that we continue to embrace innovative technologies in order to improve the services we provide to the public."

54.4 Million Americans Report Some Level of Disability

In a report issued in the December 2008 (PDF document) the U.S. Census Bureau reported that of the 291.1 million people in the 2005 population of the United States, 54.4 million, or 18.7 percent, reported some level of disability, and 35 million (12.0 percent of all people) reported a severe disability.

Braille Test in Washington, DC, Feb 7, 2009

The National Certification In Literary Braille (NCLB)

As you may be aware, the National Literary Braille Competency Test (NLBCT) of the National Library Service (NLS) has been transferred to the administration of the National Blindness Professional Certification Board (NBPCB). With the NLBCT as its cornerstone, the NBPCB has established the National Certification in Literary Braille (NCLB), which is a complete professional credential that requires recertification on a five year cycle. Individuals who were certified with the NLBCT prior to 2006 will need to retest through the NBPCB; however, the initial fee may be waived if the applicant can show proof of original NLBCT credential.

The NCLB is currently the only nationally recognized certification in literary Braille. The examination has not been substantially changed from its earlier version once administered by the NLS, however a five year recertification requirement has been instituted in the interest of maintaining high standards. The exam is not aimed at transcribers. Rather, it is a valid test of a person's ability to competently read, write, and understand contracted, literary Braille, and is being targeted to all individuals who teach Braille professionally, and/or those seeking to be credentialed in this area.

Second National Conference on the Employment of Lawyers
