Topic Overview: Congress and the Rehabilitation Act of 1973 require that federal agencies promote the hiring and advancement of individuals with disabilities. Moreover, Congress has called for the federal government to be the model employer. The federal government has not met this challenge with regard to people with disabilities.

The U.S. Federal government has 2.6 million employees, making it the largest employer in the U.S. In FY 2006, the participation rate of people with targeted disabilities fell to 0.94% of the federal government's total work force, the lowest participation rate in 20 years.

The focus of this policy forum is to discuss ways to increase employment opportunities for people with disabilities in the federal government. Representatives from the academy, enforcement organizations, and policy makers will discuss needed approaches going forward.
